Abandoned Bases

Allows bases to become raidable when all players in a base become inactive. Compatible with TruePVE and NextGenPVE servers. This plugin is not compatible with servers that have server.pve set true. It is possible to implement this, but I see no reason to do so as TruePVE provides the same protect...
