(1.8 Creative Server) Issue With People Having Overpowered Potions

Lately a lot of people on a 1.8 creative server have been getting op potions, like shown in the picture. The reason is because the server has compatibility to 1.21+, and in newer versions players have saved toolbars, where they can access op items they got in single player worlds. It is breaking the server a lot and as a developer I'm trying to find a solution. I tried out other plugins like DIPots. However they did not work. I am trying to program a plugin to block these potions but I really don't know what to do... (for some reason the potions do not give data when I try -->

'Potion pot = Potion.fromItemStack(illegalpotion);'

If there is any advice/tips on how to block these illegal potions that would be really helpful. If there are any plugins that might work I would also like to know.
