Cannot connect to minecraft server via public ip.

I am trying to host a vanilla minecraft server on a fedora machine. I have disabled the firewall, verified the public and private ipaddresses, made sure my router is forwarding on port 25565 using tcp and I am having trouble getting my friends to connect to the server. My friends were getting a "connection timed out" error when trying to join. I'm using google fiber so maybe that's causing some issues.
