DONE Configurable version releases for different users

give uploaders an option to (automatically) change the download access for their uploads for older version. for example:

v1.0 only vault+.
v1.1 update only vault+, v1.0 now lv 3 member.
v1.2 update only vault+, v1.1 lv3, v1.0 lv2 .
either an option to automatically loosen access per update by 1 level or manual configuration to prevent high-tier plugins from accidentally becoming freely available.

Or perhaps, have a reaction score for free Vault+.
What I mean by this is the free member must have level 3 and dominate the forum by uploading leaks, fixing leaks, always active in the forums, rating resources.

Once like the free member gets around 100 ratings in THEIR OWN RESOURCE and there is no suspicious behaviour or any reports of the user and the user has been in the forum for around 1-1.5+ years and level 3, then the free member can upgrade to a free Vault+ subscription. What I mean by this subscription is the free user can get Vault+ as long they are actively updating/leaking in the forums and contributing to the community
