Decidated, VPS, or Preset host? How do I know which one to pick?

Hello! Feel free to remove this if it's not fitting or spam. I am someone who likes making Minecraft modpacks, however I tend to prefer larger packs as it really lets me set a theme, that being said, I am looking into a better way to run them, as I've had issues being able to run my packs with more than few players (friends not public) on without running into performance issues, most commonly CPU usage. Any and all advice is appreciated.

TLDR: Need a high(er) quality CPU, and more RAM, seeking best path to pursue, dont mind doing extra work for setup.
