Help with Purpur Server & Low Mob Farm Spawn Rates

Any mob farm built on the server seems very low, most recent is a witch farm. Have used Minhud to verify the 128 block radius of the killing chamber and yet little to no witches are spawning. I am leaning towards it is server settings but wanted to get your alls thoughts on changes to be made to assist. Any help appreciated.
