How can I edit which enchants players can find?

On my smp-like server with friends, I have datapacks for custom enchants as well as enchants past the vanilla limit. The issue is that I want to lock certain enchants so they are obtained only through other means like a shop or with crates, but I am currently unable to find out how to make it so certain enchants don't appear through villagers, enchanting tables, or on found items.

Please let me know if anyone knows a way!
