How do I run a server that won't lag?

I've been trying to run a minecraft server for my friends for a really long time, but I've never been able to run a a well performing server. No matter what optimizations I try to do, literally nothing seems to work. I recently upgraded my server PC to have better parts and it barely improved server performance.

Specs of the PC:
CPU: Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz
RAM: 32 GB DDR3 (supposed to be 64 gb after the upgrade but its not displaying in task manager)

I also notice a lot of ping issues that my friends get when they play on my server. I run great and so do most of the people that play, but a few of the people that play average a couple hundred ping and sometimes it spikes up to a couple thousand every so often. Any optimization help would be really really appreciated, I really want to run a good server for me and my friends to use.
