How do I setup a rank up system using VotifierPlus and VotingPlugin?

I want my players to have a /rankup command to where if they hit a certain amount of votes on the server, then they can do that command to gain a higher luckperms rank with more homes, commands, etc. I been looking around the internet and searching everywhere to do this but nothing helped. Please let me know how to do this for free, and also explain a step by step tutorial on how to set this up. Thank u and god bless
