How do some servers create Pvp bots that players can fight?

I asked this previously on Spigot Forum and they recommended Sentinel or MythicMobs but they were bad so I asking it here. I have seen this feature on fullwin.gg and anticheat-test.com too but my main question is how do these servers manage to do this?

Also I need this for a Pvp server so it needs to be somewhat good.
