Insta pearl catching on paper servers

I am making a practice server and this is a popular technique used in Mace PvP fights, you offhand wind charges, hold your ender pearls in your main hand and click twice within 0,05 seconds, on paper servers this launches you 1-3 blocks, it's an instant pearl catch but on fabric/vanilla servers it launches you 6-12 blocks, how to add this via a plugin or is there any other way? also paper sometimes has a bug where it doesn't keep the velocity of falling after you pearl, how to fix this too I know there are some public plugins but they do not work as vanilla.

I need paper for the optimization and most custom plugins are built on it!
