Is there a datapack or plugin that completely removes elytras from end ships?

Looking for a datapack or plugin that makes it so elytras dont generate in the end for the latest version of minecraft. Since in my server I want to make it so players can only obtain an elytra by winning it from events. If anyone knows of one, I would greatly appreciate it!
