Is there a way to disable all Redstone Activity and blocks while using Fabric?

I have a modded server and I would like to stop all farms and such, players agreed and I don't know any mod to do that. Automatic farms remove the purpose of the game. Of course I could kick AFK people, but people farming that are not afk, but not digging manually for example, will still get free iron/gold. I'm 100% sure of this and my players too, but I have no clue how to completely disable all redstone blocks or at least its automating functionality and allow for decorating only.
