Lags neoforge Server

Hi Guys i have a bit off trouble with my neoforge Server with a bunch of mods. Me and a few Friends of Mine have Rent a neoforge Server but there is a Problem. Me and Friend 1 have lags if we arent in Render distance. But if we are, our performance is fine. We both have relativ good PCs and the sever Has enough ram to work with and the cpu is also good. But Friend 2 of Mine has an old Laptop and his Games work just fine even if he is out if Render. Had anyone have this probleme before and does know how To fix IT ?
