Minecraft servers starting on-demand. How?

Basically what minehut does, ive got multiple minecraft servers that are only played on by 3-5 people so to save on ram i would want to shut off the server when noone is online for more than 5 minutes and start when someone tries to join it. To easily expand later on i could maybe add a lobby server everyone goes through with a server selector item/gui, which then starts up the server? Though a lobby server would itself take up a lot of ram.

Background

I currently cant allocate enough ram to have all servers running at the same time when each server eats when idle 1.5-2gb of ram (one of them are modded and therefore eats 6gb idle)

The actual question

Whats the best way to do this? maybe with a lobby that doesnt gulp ram just as much as the servers are currently doing?

Specifications/info

Pterodactyl panel

rn 10gb of ram and 2 cores are given to pterodactyl wings, soon getting a dedicated server to move all game related stuff to, aka 16 gb of ram and 4 cores.

The current servers in question (will probably grow to more) are:

- A creative superflat server for me and ~5 people (Paper, 5-10 plugins)

- A survival server for 4-5 people (Paper, 2-3 plugins)

- A heavily modded server for me and 2 others (Forge, 250 mods such as Create etc)

I understand that i can do this with a velocity network, but ive never done proxies/networks before and came here to ask how to actually make the auto-start & stop work as well as a light lobby server
