[Rant and question] Papermc patches

So I ain't sure if this is just like an issue I'm having but basically I play on a paper smp server and I realized some things considered as bugs such as attribute swapping and the like fishing rod glitch are "patched" and this is like really bad for me personally as I'm considered the PvP guy on my team and if I can't even attribute swap that like nerfs me to a great extent is it just a paper thing or?
