What specs do I need for hosting a modded server?

I am looking to host a server for 5 people with what I would think is a heavy modpack. The code for the pack on curseforge is 7G_x0tem if you want to check out the mods, but it is a Create-focused modpack with almost 80 mods. I have been looking into small power efficient PC's like Dell Optiplex Micro, Hp Elitedesk/ProDesk, and Lenovo ThinkCentre. I don't want to spend a ton of money (preferrably $75-$125 max). I have looked for 16gb DDR4 models with SSDs but apparently the CPUs in those ones might not be good enough for modpacks. They usually have i5-7500t or i5-8500t. If anyone could help me out in choosing a good one to buy with some suggestions or tell me if the ones I am looking at are good that would be helpful.
