After watching a YouTube video I decided I want to try building a dedicated PC to self-host for around $200. I found this mini office desktop PC on Ebay that has a i5 6500T 2.5GHz and 8 GB of ram. Here is the full name: HP EliteDesk 800 G3 35W Mini
I'm planning on upgrading to 16 gb of RAM since I got a stick lying around and also I'll install an SSD for bootdrive. This is my first time doing this so I have a couple questions.

Do you think this will be enough to run a Cobbleverse server for around ~9 people?
If my location is in NA, will friends from overseas be able to connect and have playable ping?
