Any tips for making a modded server? (Technical & Non-Technical)

Hello everyone i'm currently new into making minecraft servers i have one with my friends using my laptop as the main host for the server i use the Forge server 1.19.2, i'm planning to buy a server mini-pc which has the specs of:
- Intel Xeon e3-1225 3.10 Ghz, 16 GB DDR3 RAM, 500 GB or 1 TB HDD storage(Depends on my savings)

for the server i'm planning to use NeoForge, but if anything goes wrong ill switch back to forge.
