Cant use Op permissions in my dedicated server

Made a dedicated server using neoforge server exe and using curseforge for the modpack. I opd myself in the server and I show up on the op.json as an op with level 4 permissions. However, when I try to enter any command to change weather, gamemode, etc.. no option shows up to finish the command. Not sure where to go from here
