Does anyone have tips for setting up a Network?

I'm running a modded smp right now but I was thinking about expanding into a new server which is planned to be a vanilla network, does anyone have tips for starting up one of these? Really I want advice on specs for the host, finding enough people to make a large enough playerbase and the best method for going about this.
