Friends get connection timed out on my Paper server, but one friend can join

Hey, I host a small Paper 26.2 server on my own PC for me and 5 friends, Windows 10, Freebox. I set up a port forward (external 50000 -> internal 25565, TCP) and opened 25565 in the Windows firewall. One friend can join fine from outside, and mcsrvstat us sees the server too. But two other friends, each on their own network, just get "connection timed out". Nothing shows up in my console or latest.log when they try, not even a failed login. I don't really get why it works for one person and not the others. Any idea what to check? Thanks!
