Get sockopt error persists even after port forwarding

Hello Im trying to set back up a minecraft server on a local spectrum connection but keep on getting getsockopt errors when connecting via the external ip. Internal connections are working fine though.

For the server:
- server is hardwired into the router
- server does accept port connections when I connect from inside the network
- the firewall is set up to allow connections on the ports and when disabled the port connection issues persist
- Server is running a ubuntu server installation which should not have any conflicting software

- server port is high enough I am confident no default apps are interfering with it

As for the router I have set it up with the proper ports
- port forwarding was done via the spectrum mobile app as a tcp and udp connection
- I have confirmed via an external port checking site that the port is open

I have tried the following troubleshooting steps:
- disabling spectrum sheild
- disabling server firewall
- having them connect via direct ip instead of using the domain

Still the problem persists. Both with me and a friends pc not being able to join though the external IP address. However I am able to join when I try to connect from inside the network using the network ip

any help?
