How do I get multiple maps with shared inventory and allow players to get to them with portals of some kind?

I have a fabric server for minecraft 26.2

As pet title, I want to have multiple maps.

Ideally I would be able to have a map with creative and an isolated inventory and other survival maps with shared inventory. Is this possible?

If so, how?

If not, what's the closest I can get?
