i agreed to the eula but the server.jar wont generate my world

I want to start a server for me and some friends on the newest version of Minecraft. I followed a tutorial and got to the part where i set the eula to true in all lowercase and tried to start up my server but it will not start, or even generate the world. I have the newest java version on my pc and I don't really know what to do.
