I can't connect to my server on the same network but others can still join

Hello, I've been having an issue with my new modded server that is running off of an old laptop I don't use anymore. Everyone I know can connect to it using my public IP, but whenever I try to on the same network I get the error 'getsockopt'. I've tried using 'localhost', my IPv4, but nothing seems to work. I am fairly certain it is not an issue with port forwarding as I can connect myself when I am on a hotspot. Also, although I don't know if this is related, no one can seem to connect when my laptop is plugged in via ethernet. Any help would be much appreciated, thank you
