I Need Help and Advice on Server Concepts

So basically, i made a Minecraft Server and it hat a few itterations already. They all went like dead someday and got restarted but each itteration was like 1-2 Years long and it was never more than 10 players at the same time. Now i want to do a reboot with a friend but we have different thoughts about how a Server could be run, because or Server Main Concept is that there is one Player in creative who like builds traps or trolls the other players pretty simple and has been fun for most of them. Else its just basically an SMP.

The main question is whether we should have one permanent world or regularly reset the world in seasons.

But we wonder if it would be smarter to have one constant world, so everybody playing would be in the same world, and new players join with players who are veterans with like much money and full netherite. He says, thats not good, because players especially new ones cant live up to the veterans who already did the nether and end.

I say thats how many Servers work and still players join and achieve great things, and with the resets nobody wants to build buildings and structures if they are gone in 2 weeks. Also he argues that players will just be in constant communities / groups and new players will have a a hard time to fit in although i didnt see that happen on other servers.

He also says to implement a Streak System so people have an motivation to play longer, while i say they may play the new Season / itteration but they dont play it much, they maybe join it, but they dont have an motivation to build or farm since its all gone anyway in like 4-5 weeks.

(And since we currently only have myself for the Troller, its once or twice per week to play its an aternos server at the moment.)

I now agreed so we try it out although im not really a fan of it.

Whats your guys opinion? a permanent world or a regularly reset of the world and items?
