Vault+ members should not be restricted by level or like requirements during downloads. If restrictions must remain, a fair solution would be to introduce a limited number of daily download passes that bypass these requirements.

I’m a bit confused by this. Vault+ already bypasses most standard restrictions and gives you 10–20 daily downloads of Vault+ resources (plus you can buy boosters in the Coin Miner with NVCoins).
Also, level requirements for downlads are up to the individual uploader, not us. They choose who gets access.
