Is an i7-4790 good enough for a heavily modded Minecraft server (GTNH/MeatballCraft)?

I’m looking at putting together a dedicated Minecraft server using an i7-4790 and was wondering if it would be good enough for heavier modpacks like GTNH or MeatballCraft.
My main concern is late-game performance once there are tons of machines, automation, chunk loading, etc. running constantly.
The server would only have 2 players most of the time, with an absolute maximum of 3. I’m planning on using 16–32 GB of RAM, depending on how much the pack actually needs.
Would the i7-4790 be able to handle these packs reasonably well into the late game, or would its single-core performance/age become a major bottleneck?
If anyone has experience hosting GTNH, MeatballCraft, or similarly heavy automation-focused packs on older hardware, I’d appreciate hearing how it performed.
