Is it possible to make custom biomes via plugins now?

I haven't been into modern minecraft development since 2021, and overall did not work on servers since 2023 (only 1.8.9 one) and I've returned to it, and I casually see a competition server add custom water types like green acid water, some red molten water with custom attributes etc. I got confused how? He told me what plugin he used for custom water per biome attributes, and he says that each of these different waters type are basically custom biomes. How is that possible?
