Is Oracle Cloud 2 OCPU and 12gb RAM enough for 2 servers?

Hello! I am very new to all of this in general, and I saw that Oracle Cloud is great in hosting servers for free. The thing is, I also saw that oracle has cut their free resources from 4 OCPU 24gb Ram to 2 OCPU and 12gb RAM. My question is that is this enough for 2 servers that will both just run fabric with no mods (except client side mods/packs like fabulously optimized)? Both servers will probably have around 7 people max playing at the same time (so at most, 14 players all playing at once). I plan to run the servers on different ports method (I don't know how to do that yet though). If this isn't good, are there any other alternatives aside from using another laptop/pc to host the server?
