Is there a way i can host my server to not let on a particular player when noone else is on?

So our friend group mc server has a dude we just cant trust to be alone on there, but still want the mc server accessible without having to micromanage it. For friend group reasons its not option to kick this guy, i would have trust me. (self hosted, crafty controller, java, neoforge, 1.21.1)
