Looking for a way to limit command_block interaction from permission level 2 GM to permission level 3 Admin

I have a Server for my family and friends, untill now just a few datapacks, but with the teenagers cometh forth the fun.

I am looking for a way to raise command_block interaction ability from permission level 2 Gamemaster & gamemode creative to permission level 3 Admin & gamemode creative.
