Minecarft Error - Network protocol error. How can I fix this?

A few players, including myself, are getting kicked/crashing with a "Network Protocol Error" when playing on our server.

We are running Minecraft 1.21.11, with Paper behind Velocity.

The crash appears to happen when the client receives a specific packet:

Type: clientbound/minecraft:waypoint
