Minecraft server pc build help?

Hi everyone! i was wondering if anyone could give me some advice, i'm thinking of building a pc that will be specifically be used as a minecraft server. The server will have max 20 players and it will be lightly modded (simple voice chat, minimap, etc). i know ill need a decent amount of ram, storage and a decent cpu, im just kinda new to this so im not sure exactly what to go for, i'd also rather not get a pre-built. Finally, my budget is absolute max £250 but if i could get lower than that that'd be good. Thanks
