Mods only or try to merge plugins and mods?

Hey guys, I'm new in this world and community and my idea is to create a server based of a mod called DragonMine Z, basically its a dragon ball mod. I want to create like custom dragon ball sagas, with its systems and progression kinda like a rpg. But I now discovered that plugins and mods together are very unstable (on another server that I used to play they used plugins and mods together, so I had no idea they shouldnt go along). So my question is, is it better for me to focus only in learning and developing that idea in mods only, or try to merge the dragon ball mod with plugins that would create that saga system/progression etc? (i think the later would be easier but would cause more bugs and unstabillity). Thanks in advance!
