Paper plugins that allow you to request/require certain fabric mods to join the server?

I have some custom resource packs that require the use of CIT Resewn for them to work. Im going to "ask" people to use the mod anyways because its basically required for them to use the plugins that the resource pack is for, however if there are any plugins out there that ask/warn/require players about having a certain mod on then that would be great.

This is for 1.21.11

And yes I know about the sign translation plugins, but thats for allowing the server to read the client, nothing to do with my problem unfortunately.
