problem with self-hosting server

so i have a desktop and a laptop, they both are connected to a vpn, my pc is connected to proton vpn, country a, city a, server #10, with base settings, my laptop is connected to proton vpn, country a, city a, server #11, with port forward on, now i have a mc server hosted on my laptop, when other people join this server, it works, but when i try to join this server on my pc, it doesnt work, it says "Pinging..." then after a while it just says "Cannot connect to this server."
