My Minecraft server (Paper 1.21.11) was working fine all week. Today I updated Windows 11 to 25H2 (build 26200.8655) and installed WSL. Now nobody can connect from outside my network.

OS: Windows 11 Pro 25H2, build 26200.8655
Server: Paper 1.21.11-69
Any idea what the 25H2 update or WSL install could have broken for inbound connections?

What still works:
localhostconnects fine192.168.10.12:25565(local IP) connects fine from inside the network- Server starts clean, no errors in logs
What doesn't work:
- Public IP / domain (
pdf-talon.gl.joinmc.link) — times out for everyone outside my network - Zero connection attempts appear in the server log when friends try
What I've already tried:
- Added inbound Allow rule for TCP port 25565 in Windows Firewall ✓
- Set Hyper-V firewall DefaultInboundAction to Allow (
Set-NetFirewallHyperVVMSetting) ✓ - Changed network profile from Public back to Private ✓
- Router port forwarding: external 25565 → 192.168.10.12:25565, TCP/UDP ✓
- Restarted PC and server ✓
