Server will not connect (wits end)

It was CGNAT, I thought it wasn't but it was

I have been trying to host a java server for 3 days, and I cannot get it to the wider internet.

I'm not computer illiterate but I'm starting to feel like it. I can play using localhost, and the server launches but no matter what I do the port will not open. I have watched and read every goddamn video and guide and nothing has or is working.

I have:

Port-forwarded my router to 25565, on BOTH UDP and TCP, activated it and restarted the router.

Added every goddamn version of Java, JavaW, OpenJDK, minecraft, and minecraft launcher .exes to windows firewall exceptions. Both allowing public and private, and enabling inbound and outbound rules.

I temporarily disabled all firewalls, both in defender and on my TPLINK router. This didn't change a thing

I have checked for every typo in every single IPv4 address, public IP address, port number, server config, etc. Nothing.

I DONT KNOW WHAT ELSE I CAN DO.

Im using port-checker, another PC running on mobile data, and a friend to attempt to connect and nothing. At first i was just getting "Failed to connect: getsockopt"

But since adding every rule to firewall I'm now getting "Failed to route to host:getsockopt"

Edit: also now since adding every version of java to firewall i cannot even connect via LAN on separate PC. Same issue "Failed to route to host:getsockopt"

I dont want to pay for a service, I have a 64gb ram machine here, I CAN HOST A GODDAMN SERVER IF I WANT. But apparently I can't.. Please help my fellow nerds
