Softbanning on Neoforge?

Hello, I was wondering if there was some sort of softban solution for Neoforge outside of iptables. Something that refuses a connection to a server if a player on the banlist tries to connect, such that the affected player receives a "Connection Refused" message, rather than either banning the player through the /ban command or by manually inputting their IP to drop the packets via iptables. IP specific bans can easily be circumvented with a VPN, so something that targets a player specifically rather than their IP is best.

Any help is much appreciated!
