Trying to find world generator plugin / place to commission or learn how to make a cave only world with custom biomes

Hello everyone, I'm trying to make a fun passion project smp with quite a few gimmicks but wanted to get the setting right. Wanted to make a fully underground with a bedrock layer on the surface and no bedrock on the bottom with voidtp to transport the players elsewhere. Any help is appreciated, thanks.
