Velocity frontend with 2 fabric backends - using /server makes my outer skin not load and command blocks and potion effects are broken? How do I fix?

Latest velocity (3.5.0-SNAPSHOT-574), 1.20.1 fabric servers with create mod and addons, crosstitch, and fabricproxy-lite (they are identical except one of them is in creative mode and has a different world). When using forced host connection it works fine. When using /server between them, my outer skin layer does not work at all, command blocks are not interactable, and potion effects do not work. I am op, and can use commands in chat in both.
