Update to 1.0.6

[v1.0.6]
-Added config option ShowIfNoPermission, which if set to false will not show the corresponding UI element if the player does not have the basement.build permission.
-Added config option for not setting owner id for basement buildings.
-Forbidden Deployments in Basement config option now can work for doors and windows.
